Resumo

O presente trabalho procura enfocar a gestão do espaço residencial no município de Piraquara. Pôr sua vocação de fornecedora de água para o consumo da metrópole, por seu frágil ambiente (a bacia do Alto Iguaçu e as escarpas da Serra do Mar), e, pelas possibilidades ainda por explorar no contexto da preservação; com sabedoria; procurando a sustentabilidade, revela-se questão das mais complexas. O volume de informações a deter a interdependência das ações exige uma grande dedicação dos gestores e afinamento de intenções. A identificação dos conceitos teóricos e, dos termos técnicos é importante no sentido de garantir uma linguagem de equipe uniforme. A inserção dos espaço habitacional em ambientes especialmente frágeis, só é possível com sua infraestruturação. A criatividade e o uso de legislação avançada marcarão uma estrutura de gestão a ser estabelecida para garantir o monitoramento do espaço, ou não haverá gestão. A realidade dos municípios circunvizinhos da cidade pólo seria de dependência, a primeira vista, porém, uma reflexão mais apurada, nos remete a uma postura diametralmente oposta. Na eficácia da gestão de seus problemas estará o sucesso, não só do município, mas de toda a região, A antropização do ambiente natural é inevitável. A garantia da qualidade ambiental esta na orquestração deste processo, no respeito e na consideração aos assentamentos existentes, para garantir, por um lado as condições ambientais para prover a sociedade das fontes de vida apropriadas da natureza.

Abstract

This paper was a requirement to achieve a title as Specialist in the Course of Post Graduation on Urban Technical Management. It points out the management of the residential areas in the city of Piraquara. This area is considered water supplier, it has a fragile environment (“Alto Iguaçu” basin and “Serra do Mar” hills), and it has a high potential to be developed in sustainable ways. The amount of information to get by the managers and the development of the actions demand a great deal of work and require them to have the same aim and intention. The identification of theoretical concepts and the technical terms are imp ortant to assure a uniform language. The insertion of the residential areas in very fragile environments is only possible with its infrastructure process. The creativity and the use of advanced legislation will mark a management structure to be establish in order to guarantee the area control. Or the management will not exist. The reality of the suburbs that surround the main city, would be of dependence, at first sight, however, more accurate studies shows that it happens in the opposite way. An efficient management will lead to the city’s and surrounding region’s success. The exploration of the natural environment is inevitable. The certainty of the environmental quality is related to the organization of this process, to the respect and to the consideration of the existing settlement, to assure, in one hand the right of citizenship of all people from the metropolis, and on the other hand, to ensure the environmental conditions to provide the society the appropriate nature sources of life.
