Resumo
A dinâmica do turismo na cidade de Guarapari (ES) associada com a falta de planejamento determinou um processo acelerado de ocupação do solo, marcado pela expansão da atividade imobiliária especulativa e a ampliação das ocupações de baixa renda, com impactos diretos sobre as áreas de interesse ambiental. O crescimento acelerado e a falta de planejamento adequado fizeram com que a cidade fosse perdendo gradativamente a qualidade ambiental, a atratividade turística e o desempenho econômico das suas atividades tradicionais, demandando providências imediatas no sentido de viabilizar um Plano Diretor Municipal (PDM) voltado para a preservação e recuperação da qualidade ambiental e a retomada do crescimento econômico local, baseado no conceito de desenvolvimento auto-sustentável para o seu território. O Plano Diretor Municipal de Guarapari - PDMG, atendendo ao Estatuto da Cidade, define objetivos voltados para o cumprimento da função social da propriedade e da cidade, através de critérios específicos para o desenvolvimento local, a preservação e recuperação dos recursos naturais em seu território. A metodologia adotada partiu da identificação dos recursos físicos, econômicos e sócio-ambientais locais, definindo o macrozoneamento do território e um conjunto de diretrizes para o desenvolvimento auto-sustentável, contando sempre com o envolvimento participativo da população em seminários e oficinas de trabalho. O resultado deste trabalho foi consubstanciado no Diagnóstico Geral do Município e no Projeto de Lei do PDM, contendo além dos regulamentos do uso e ocupação do solo, um conjunto de diretrizes e ações voltadas para o desenvolvimento da área rural e urbana, compreendendo os diversos aspectos socioeconômicos locais. Além da qualidade alcançada nos produtos específicos gerados pelo trabalho, a elaboração do PDMG possibilitou a convergência de esforços do Governo Estadual e da Universidade Federal apoiando diretamente a municipalidade local, oferecendo tanto suporte político e credibilidade como contribuição técnica especializada e a adoção de procedimentos democráticos na elaboração do planejamento físico-territorial local. O Plano proposto, construído a partir de diagnósticos técnicos e ampla participação das comunidades envolvidas, apresenta-se desse modo como um instrumento fundamental para que a gestão municipal possa se realizar de maneira responsável e coerente, atentando para questões ecológicas, econômicas e sociais.
Abstract
The tourism dynamic in the Guarapari city (ES) associated with the deficient planning has been determined an accelerated process of land occupation characterized for the expansion of the speculative real estate activity and the growing of the low income occupations with direct impacts on the ambient interest areas. The sped up growth and the inadequate planning had made that the city was losing the ambient quality, the tourist attractiveness and the economic performance of the traditional activities, demanding immediate steps to make possible a Municipal Managing Plan (PDM) destined for the preservation and the ambient quality recovery and the retaken one of the local economic growth, based in the auto-sustainable territory development. The Municipal Managing Plan of Guarapari PDMG, accepting the Statute of the City, defines objectives about the fulfillment of the property social function and the city social function through specific criteria for the local development the preservation and recovery of the natural resources in the territory. The methodology was based on the local identification of the physical, economic, social and ambient resources, defining the territory macrozoning and a set of direction lines for the auto-sustainable development, always with the population direct involvement in seminaries and workshops. The result of this work is the General City Diagnostic and in the Law Project of the Municipal Managing Plan, contends the regulations of the land use occupation and a set of direction lines and actions to the development of the agricultural and urban area, considering the diverse local socioeconomics aspects. Beyond the quality obtained in the specific products generated by the work, the elaboration of the PDMG made possible the efforts convergence of the State Government and the Federal University giving support for the local municipality, offering the politician support and the credibility as the technique contribution and the use of democratic procedures in the elaboration of the local physicist-territorial planning. The considered plan, constructed from the technician diagnostic and the ample participation of the involved communities, is presented as a basic instrument so that the municipal management can be become fulfilled in responsible and coherent, attempting against for ecological, economic and social questions.
