Abstract

Rural households have few choices when it comes to energy provision. As a result of government policy initiatives, extensive PV schemes are being installed in partnership with private companies in KwaZulu-Natal. This study investigated the success of one scheme through a survey to provide feedback about staff and customer perceptions of the scheme?s functioning. The fee-for-use integrated energy scheme recharges tokens at energy shops and also provides inexpensive LP gas and kerosine refills and appropriate small appliances Findings indicated that the weak point was consumer education, as many misfunctions were the result of overloading the PV systems, misuse (abuse) or ignorance. During installation, when most direct instruction was offered, only the very old or very young tended to be present. Few business opportunities resulted, with the major new businesses being cell-phone charging, haircutting, cash registers in trading stores, and repairing radio and TV equipment. Most of the sample was very satisfied with their systems and agreed that their lives were transformed.
