Abstract

The impact of global warming is causing, and will continue to cause, changes in regional climates that will affect communities and ecosystems in Victoria, the southernmost state of mainland Australia. Predicted impacts for Victoria include higher temperatures, a general reduction in rainfall and an increased risk of more extreme weather events. Consequently the State government has recently introduced a regulatory standard to reduce greenhouse pollution and also to save water in new houses. The building regulations require a comprehensive analysis of the housing fabric and the achievement of a 5 Star rating on the fabric of all new houses. This will reduce the heating and cooling needs to approximately 50% of the energy load of houses that were built prior to the 5 Star Standard. These regulations are documented in the Victorian additions to the Building Code of Australia. At the same time the plumbing regulations have been revised to include a requirement for either a solar water heater or a rainwater tank on all new houses in Victoria.
