Abstract

Project SAGE was a multi-disciplinary project sponsored by the Southern California Gas Company during the 1970’s to create solar-assisted water heating systems for multifamily apartment buildings in its service territory. The project included technical, economic, and institutional elements required for comercialization. The scope of this paper is limited to Project SAGE tasks focused on “the structure of the US Building Industry (It’s Housing Component) and the requirements necessary to initiate rapid usage of SAGEtype systems by the Building Industry” (1). These studies were carried out by the author within the policy and institutional analysis task led by Dr. Allan Hirshberg.
