Abstract

Implementation of renewable energy policy requires educated decision making backed up by solid data and expert knowledge. We present an approach to building a solar knowledge base as a part of a decision-support system for municipal policy making with Geographical Information System as the key component. The structure of the knowledge base is defined by the properties of solar resource and of the major factors affecting resource availability, by methodologies used in resource assessment and by resulting expert knowledge. We consider three spatial scales: regional, municipal and local, on which solar energy variability can be assessed. We also present examples of methodologies and expert knowledge incorporated in the knowledge base: a map of solar energy resources for Nova Scotia (Canada) and municipal level solar assessment of a part of town of Bedford (Nova Scotia). The municipal level of resource assessment and the municipal solar energy knowledge base are necessary to facilitate decision-making in both short term and long term municipal planning.
