Resumo

Através da (re)produção social do espaço urbano (mediação pelo trabalho), a sociedade se apropria da natureza, parcelando-a e atribuindo-lhe valor econômico. E este é um processo fundamental no acesso, uso e ocupação do solo, do qual dependem outros processos sociais e as respectivas formas e funções urbanas. A partir dessa premissa, a expansão urbana atual no Município de Fortaleza, especificamente no sudeste desse território (o Distrito de Messejana, como entidade histórica), é o objeto-recorte-tema pesquisado. Essa área experimenta atualmente um processo de expansão intimamente vinculado ao mercado imobiliário, do qual é, dialeticamente, resultante, meio e condicionante, enquanto espaço geográfico. O presente trabalho relata e discute o processo de expansão espacial de Messejana-Fortaleza – resgatando-se alguns aspectos de sua formação histórica à atualidade –, comandada, em última instância, pelas classes dominantes, que representam a demanda solvável do mercado de imóveis e orientam o ordenamento do espaço. Também a própria ação do Estado, no tocante à (re)criação de infra-estrutura urbana adequada, habitação e legislação, propicia a valorização do solo, acarretando um padrão residencial de classes médias e alta em boa parte desse território, implicando novas formas e funções; “contraditoriamente”, permite manterem-se ou (re)criarem-se áreas desvalorizadas nesse mesmo território, não-privilegiadas pelo mercado imobiliário, gerando características específicas e ações distintas de seus habitantes. Discute-se, então, como se dá o acesso à moradia no Distrito de Messejana, e os modos de ocupação, uso e controle, cujas condições diferenciadas constituem a segregação espacial, configurando-se assim enquanto (re)produção social do espaço urbano

Abstract

Through the social (re)production of the urban space(mediation for the work), the society if appropriates of the nature, parceling out it and attributing economic value to it. And this is a basic process in the access, use and occupation of the ground, on which other social processes depend and the respective forms and urban functions. To leave of this premise, the current urban expansion in the City of Fortaleza, specifically in the southeast of this territory (the District of Messejana, as historical entity), is the searched object-clipping-subject. This area tries an expansion process currently intimately tied with the real estate market, of which it is, dialektikaly,resultant, way and condiction, while geographic space. The present work tells and argues the process of space expansion of Messejana-Fortaleza – retrieving some aspects of its historical formation to the present time –, commanded, in last instance, for the ruling classes, that represent the to pay demand of the market of property and guide the order of the space. Also the proper action of the State, in the moving one to the (re)criation of adjusted urban infrastructure, habitation and legislation, propitiates the valuation of the ground, causing a residential of middle classes and high standard to a large extent of this territory, implying new forms and functions; “paradoxically”, allow to remain themselves or to (re)criate not-valueable areas in this territory, exactly not-privileged for the real estate market, generating characteristic specific and distinct actions of its inhabitants. It is argued, then, as if it gives the access to the housing in the District of Messejana, and the ways of occupation, use and control, whose differentiated conditions consistute the space segregation, configuring themselves while social(re)production of the urban space.
