Abstract

This work deals with a critical evaluation of the Chico Mendes Project, to be financed by the Interamerican Development Bank, and implemented by the municipality of Florianópolis, SC. The technical, institutional and political restriction of the program can be verified and its is untenable according to the IDB aims, in spite of the official intentions of implementing a project of re-urbanisation with the fixation of the local population and to search for the economical and urban sustainability for the area. The cases of study are settlements placed on the mainland part of Florianópolis. The whole area presents a complex social and housing reality since it is a place of squatter settlements. Territory there has been demarcated by the struggles of homeless families for occupying the area, and marked by the lack of resources and the omission of the State which has not satisfactorily respond to the demands of the local population. The work focuses on the levels of habitation quality including the community spaces and typologies. It presents the research results and some postulated guidelines for the improvement of urban conditions and habitability for the resident population.
