Abstract

Supporting the 'Statement of Principles for Local Governments Working in East Timor', many Australian Local Councils have signed Friendship Agreements with the equivalent District Administrations of East Timor. Other levels of engagement span the spectrum from individual and volunteer organizations to national governments. Consistent with the principles of social, economic and environmental sustainability, these types of relations aim to assist in the advancement of East Timor by implementing initiatives that promote the building capacity and the self-sufficiency of the people of East Timor. This paper explores the issues that are to be considered in order to achieve social, economic and environmental sustainability in a delicate friendship relationship involving two countries at opposite ends of the development spectrum. What does development mean for East Timor? Are the traditional societal processes and techniques sustainable in long-term development? Our preconceptions of development and underdevelopment may obstruct an understanding of differences, community needs, local knowledge and memory. This paper provides an evaluation of some current urban development projects in East Timor, approaches to community participation and the degree of engagement with the local building traditions.
