Abstract

This is a report of a case study of the Local Agenda 21 (LA21) process in the City of Rio de Janeiro-Brazil, which is a part of a Masters Thesis for the Master Degree Course in Environmental Policy of the Roskilde Universty, Denmark. The main objective of the project is to discover how the LA21 process in the city of Rio de Janeiro is being elaborated, with focus on the Public Participation in the planning and development processes. Knowing that Public Participation is a central theme of LA21 and knowing the traditional lack of Public Participation in Brazil. Then, this project examines the process of public participation in the LA21 system. It looks at what action is being taken to encourage participation and by whom it is being instigated and conducted. Thus, this study has in view to identify the various actors involved in the planning and development of decision-making processes around LA21 and the environment. In this way, it intends to identify what type of public participation is involved in Local Agenda 21, how, why and in which way it is involved, and how it effects and influences the planning and development processes and the outcomes.
