Resumo

O presente artigo discute a relação entre as soluções habitacionais para as famílias de baixa renda e a cidade. Muitas das soluções historicamente construídas optaram por uma separação das áreas destinadas à habitação social das demais áreas da cidade, constituindo-se numa dupla segregação: social e funcional. Nos países centrais, muitas dessas soluções resultaram em problemas sociais importantes com a formação de áreas altamente segregadas, culminando inclusive com a destruição, por parte do poder público, de alguns conjuntos habitacionais. No Brasil, a construção de conjuntos habitacionais periféricos também resultou numa segregação sócio-espacial de forte repercussão; A criação do instituto das ZEIS pelo Estatuto da Cidade constituiu-se numa importante medida de reconhecimento da existência das áreas de favelas e da possibilidade de atendimento de suas demandas por serviços e infra-estrutura. No entanto, é preciso pensar igualmente na inserção dessas áreas no tecido urbano para que não se repitam experiências mal sucedidas. O artigo igualmente apresenta o conteúdo de duas Políticas Habitacionais Municipais que tiveram a preocupação da inserção da habitação popular no tecido da cidade.

Abstract

The present article argues the relation between the habitation solutions for the families of low income and the city. Many of the solutions historically constructed had opted to a separation of the areas destined to the social habitation of other areas of the city, consisting in a double segregation: social and functional. In the central countries, many of these solutions had resulted in important social problems with the formation of areas highly segregated, also culminating with the destruction, on the part of the public power, of these habitation sets. In Brazil, the construction of peripheral habitations sets also resulted in a partner-space segregation of strong repercussion. The creation of the institute ZEIS by the Statute of the City consisted in an important measure of recognition of the existence of the areas of slum quarters and the possibility of attendance of its demands of services and infrastructure. However, it is necessary to think equally about the insertion of these areas in the fabric urban so that badly experiences don’t happen again. The article equally presents the content of two Municipal Habitations Politics that had the concern of the insertion of the popular habitation in the fabric of the city.
