Resumo

O presente artigo tem como tema “políticas públicas habitacionais”, tomando a capital norteriograndense – Natal – como estudo de caso. Dentre as discussões que esta temática suscita, as preocupações centrais que nortearam a pesquisa se propõem a responder as questões: Como os discursos e as ações propostas e consolidadas pelo Estado, lidaram com o problema da habitação em Natal, sobretudo, o relacionado ao déficit habitacional afigurado nas camadas mais carentes da população? Que lógicas e objetivos impulsionaram essas ações? O objeto de estudo do artigo conforma-se, dessa maneira, na relação entre a questão da habitação social em Natal, entendida como a moradia produzida e financiada por órgãos estatais, e as soluções dadas aos problemas relacionados a ela pela administração pública local. O conteúdo dessa pesquisa apresenta uma sistematização de estudos referentes ao supracitado tema e levantamentos realizados em periódicos locais e documentos oficiais da época, encontrados nos arquivos públicos e privados da cidade, nos quais, objetivou-se identificar e interpretar os planos e intervenções de reação do poder público diante dos momentos de crise de moradia, evidenciados no período compreendido entre os anos de 1889 e 1964, apontar esses momentos e periodizar essa atuação, analisando os discursos que impulsionaram essas ações.

Abstract

The present article has as theme "habitational public politics" taking the capital Norteriograndense - native - as case study. Among the discussions that this theme raises, the concerns contract that they orientated the research intends to answer the subjects: how the speeches and the proposed actions and done consolidate by the State, did they work with the problem of the habitation in Natal, above all, done the related to the habitational deficit figure in the most lacking layers of the population, in the first half of the century XX? What logics and did objectives impel those actions? The object of study of that article conforms, this way, in the relationship among the subject of the social house in Natal, understood as the produced home and financed by state organs, and the solutions given to the problems related to her by the local public administration. The content of that research presents a systemization of studies regarding the foregoing theme and risings accomplished in local newspapers and official documents of the time, found in the public and private files of the city, us which, it was aimed at to identify and to analyze the plans and interventions of reaction of the public power due to the moments of home crisis, evidenced in the period understood among the years of 1889 and 1964, separating that performance, as well as, analyzing the speeches that impelled those actions.
