Abstract

Zero Energy Homes is a term used to describe advanced efficiency measures, typically combined with solar technologies for new residential construction. The United States Department of Energy (DOE) has awarded two research and development solicitations on advancements in Zero Energy Homes (ZEH). California’s Public Interest Energy Research (PIER) program has recently completed a $10 Million solicitation for Zero Energy New Homes (ZENH) in California. This paper explores the process of involving builders, utilities, communities, efficiency, and solar technologies in advancing ZEH concepts. Efficiency packages are used in conjunction with incentives and high electric rates to justify the solar equipment. Market analysis is investigated for these types of buildings, including resale values. State and federal programs are compared and contrasted. Recommendations are made for policy decisions on why, where, and how ZEH can be most effective in new community growth.
