Abstract

Many national, state, and local jurisdictions are evaluating various policy tools to promote increased use of local, renewable sources of energy and solar photovoltaics (PV) in particular. Each of the policy programs in use today attempts to address one of the three obstacles to system purchase, including 1) up-front system cost, 2) the need for supplemental financing, and 3) the time and effort to collect the information necessary to proceed. However, none effectively addresses all three. Further, sorting through various programs imposes additional costs to potential system purchasers and the programs are fiscally expensive and subject to periodic change or expiration. A new policy tool, Zero-Energy Home (ZEH) Mandates, would allow for the most efficient handling of all three obstacles to system adoption in an administratively efficient way. In addition, it provides the market stability necessary to encourage private–sector participation and can be rolled out on a local level without needing national consensus. In the end, such a policy objective could dramatically catalyze the growth of PV adoption and provide energy cost savings to consumers at near zero fiscal cost, while remaining flexible to various site and future conditions.
