Abstract

The 1992 governmental United Nations Conference initiative on Environment and Development (UNCED) has opened new pathways for public participation in intergovernmental communications, allowing for increased communication and cooperation between governmental organization and the public. Based on the knowledge on the importance of community participation in achieving sustainable development, this study aims to evaluate the current implementation of community consultation and its impacts on the community and environment. The study concentrate on adversity of sustainable projects in various part of New South Wales (NSW) which include the Parramatta-Chatswood Rail-link, Augmentation of the Sewerage Scheme in northen NSW, Sustainable Management in Morriset Forestry District, Prince Henry Hospital Redevelopment and Berkeley Vale Park Reimprovement Project. Data collected from the Community Consultation reports (Environmental Impact Statement) from the case studies, interviews with the developers, discussion with councils and community participation experts represent some of the major resources for the study. Ranges of positive and negative impacts are identified through these case studies. The study highlighted, the importance of identifying the aims of a community participation programme before selecting the appropriate means to achieve them. The case studies selected were based on a wide range of project that encompassed sustainable goals. Several generalisations however can be derived from the data. It is found that the community participation programme is generally being accepted by communities but more effort have to be put into by the proponents, whether government, councils or private developers in creating a more flexible and efficacious type of community consultation programme. This is to increase the effectiveness of the communication and cooperation in the effort to achieve sustainable development.
