Resumo

El Conjunto Habitacional Soldati está ubicado al SO de la Ciudad de Buenos Aires. Habilitado en 1979, consta de 3201 viviendas sobre un predio de 19 Has, con una población de 17.870 habitantes. El Gobierno de la Ciudad Autónoma de Buenos Aires sancionó recientemente la Ley 623, declarando la emergencia edilicia y ambiental del conjunto mencionado, disponiendo regularizar la situación dominial de los usuarios que aún hoy no poseen la titularidad de su vivienda. Asimismo, establece la necesidad de solucionar las fallas constructivas y mejorar la infraestructura y saneamiento del Conjunto. La regularización dominial debe estar precedida por un Programa de Rehabilitación Edilicia de los aspectos técnico-constructivos y funcionales, a fin de otorgar validez real a las escrituras, dado que es insuficiente regularizar la titularidad de las viviendas si los edificios tienen una reducida esperanza de vida útil. Para cumplir con la Ley, se firmó un Convenio de Asistencia Técnica entre la Facultad de Arquitectura, Diseño y Urbanismo y la Comisión Municipal de la Vivienda del Gobierno de la Ciudad de Buenos, con el objeto de evaluar el actual estado edilicio y la gestión administrativa. El diagnóstico global permitió la elaboración de propuestas para la rehabilitación física y administrativa, tendiente a: • proponer las reparaciones prioritarias que hacen a la seguridad, habitabilidad y durabilidad de los edificios, a fin de consolidar lo existente, reconstruir lo necesario e impedir la reiteración de deterioros, recomendando acciones urgentes de aplicación inmediata para los daños que puedan afectar a personas y/ o bienes; • reordenar la gestión administrativa, partiendo de unidades de gestión descentralizadas que permitan participar y decidir a los copropietarios. La propuesta de una trama integradora de la estructura física, administrativa y legal del Conjunto favorece el uso y apropiación del hábitat por los usuarios, contribuyendo a clarificar sus derechos y responsabilidades.

Abstract

Villa Soldati Housing Complex is located in Southwest Buenos Aires City. Outfitted in 1979, consists of 3201 housings on a property of 19 ha, with a population of 17.870 inhabitants. The Law 623 was sanctioned recently by the Government of Autonomous Buenos Aires City. It declares the building and environmental emergency of the Complex mentioned, and the urge of solving the legal domain situation of the users who yet today do not possess the ownership of their properties. Likewise, the Law establishes the need of solving the constructive defects, to improve the infrastructure and to repair the echological environment of the Complex. The regularization of the title deed must be preceded by a Building Rehabilitation Program of technical, constructive and functional aspects, in order to validate title deed since it is insufficient to adjust the ownership of the properties if the buildings have a reduced useful life expectance. To compliment the Law, a Technical Assistance Agreement was signed between the School of Architecture of the Buenos Aires University and the Council Department of Housing of the Government of Buenos Aires City, in order to evaluate the current state of buildings and of the administrative management. The global diagnosis allowed the proposals elaboration for physical rehabilitation and management regularization, tending: • to propose the high-priority repairs regarding to the security, habitability and durability of the buildings, in order to consolidate what is existing, to reconstruct what is necessary and to prevent the deteriorations iterations, recommending urgent actions of immediate application for the damages that could affect to persons and / or things; • to reorder administrative management, by means of decentralized management units that allow coproprietors to participate and decide for themselves. The proposal of an integrative plot of the physical, administrative and legal structure of the Complex helps the use and appropriation of the habitat by the owners, contributing to clarify their rights and responsibilities.
