Abstract

“Neighbourhood Contracts” are a governmental instrument in Italy to improve the sustainable aspect in architectural design. The Ministry of Public Works launched this experimental building programme and public funding has provided the framework for targeting public resources together with rivate investment. This project involves urban areas that are in the worst conditions, characterized by a considerable amount of illegal building and public social houses. The aim of “Neighbourhood Contracts” includes intervention in the social area and occupational levels and in particular improves the ecosystem quality of the buildings and open spaces, involving a bioclimatic approach to ensure the respect of xisting ecosystems and savings in the use of natural resources available. The case study of Taranto City Council will be presented: the project won the tender for “Neighbourhood Contracts” and includes active-passive energy saving systems, in particular building right orientation, cross-ventilation, cooling pipes, chimney walls and utilization of eco-friendly materials causing low environmental impact.
