Resumo

 As más condições de saúde e segurança no trabalho existentes nos canteiros de obras freqüentemente são utilizadas como bandeira do atraso tecnológico e gerencial existente na indústria da construção em todo o mundo. Nos últimos anos, o Governo Federal e as entidades representativas da indústria da construção brasileira têm desenvolvido diversas ações no sentido de modernizar e melhorar as condições de higiene e segurança nos canteiros de obras. Dentre essas ações, as de maior repercussão são a implantação do PBQP-H e a revisão da NR-18, em 1995, que trouxeram consigo incentivo às empresas para melhoria da qualidade do produto final e das condições do meio ambiente de trabalho, respectivamente. A implantação da NR-18 também trouxe dúvidas e questionamentos, quanto à viabilidade técnica e econômica, aos envolvidos no processo construtivo e à fiscalização das obras. Nesse sentido, este trabalho mostra a opinião de trabalhadores, empresários, profissionais de SST e da fiscalização a respeito da NR-18, após dez anos de aplicação. Como metodologia, foram utilizadas entrevistas com trabalhadores, empresários, dirigentes sindicais, engenheiros de obra, profissionais de SST e auditores fiscais do MTE. Para tanto, foram utilizados formulários distintos, onde os principais itens abordados foram: conhecimento, interpretação, viabilidade técnica, viabilidade econômica e pontos positivos e negativos.

Abstract

 Bad health conditions and safety at work existing in the building sites are often used as a way to justify the management and technological delay occurring in the building industry throughout the world. The Federal Government and the representative entities of the Brazilian building industry have recently developed several actions to modernize and improve the hygienic and safety conditions in the building sites. Among these actions, the ones presenting the greatest repercussion were the implantation of PBQP-H and the review of NR-18, in 1995, which brought with themselves incentive to the companies, aiming the improvement of the final product quality as well as the conditions of the work environment. The implantation of the NR-18 also brought about some doubts and questionings regarding the economical and technical viability and all involved in the building process and also the inspection of the works. Thus, this work displays the opinion expressed by workers, businessmen, professionals of HSW and of inspection about.NR-18, ten years after its application. The methodology applied consisted of interviews with workers, businessmen, and leaders of the union, engineers responsible for the works, HSW professionals and MTE fiscal auditors. For this, distinct forms were used, being knowledge, interpretation, technical viability, economical viability, negative and positive points, the principal items approached.
